I don't understand the problem - why don't you use STANAG? It's probably the most detailed rank comparation chart in the world.

In Ukraine (and, IIRC, in Russia and Byelorussia too) equals and subordinates address other as "Tovarishch" (Comrade) + rank.
Seniors can call others by rank + name. Ditto when junior names himself to senior.
Unofficially equals and seniors may address others by rank only.

The insignia are Japanese in style (imagine their WW 2 collar patches on the shoulders), but the idea is Russian in origin.
It seems that Japanese Navy borrowed some uniform ideas not only from British, but Russian as well.
