Yes, but the collar insignia is that of no military I have seen. Shoulderboards are definately Russian or something close to that.

The insignia are Japanese in style (imagine their WW 2 collar patches on the shoulders), but the idea is Russian in origin.
It seems that Japanese Navy borrowed some uniform ideas not only from British, but Russian as well.
