does it exist a international rank system(espec NCO) when many nations cooperate. example: SFOR, KFOR, afghanistan, iraq...?

no. each nation uses its own rank system. since most ranks are the same, just with different names, this is not a problem.

i have seen on occasion where an officer of one country will wear the insignia of another in order to aviod confusion. during the persian gulf war, i saw a picture of (4-star) general swartzkopf wearing a tag on his front pocket with a saudi-arabain rank in addition to his US rank tabs on his collar.

What happens when two nations have a different number of company and field grade officer ranks. Some nations (like Russia) have seven and others (like Britain or the US) have only six. How would equivalencies be determined?

All Nations use their own ranks. But to compare the ranks the NATO generate a Rank Code System (STANAG 2116).

Well, though Russians have 4 company grade ranks, Jnr. Lt. (the lowest) is used only for reserve officers... So, Russian Lt corresponds US 2nd Lt, Snr Lt - 1st Lt, and so on...

The NATO Rank Code System include this:
OF1= all Lieutenant ranks
OF2= Captain and Senior/Staff Captain
OF3= Major
OF4= Lieutenant Colonel (and also staff Lieutenant Colonel like in the
German Police)
OF5= Colonel and Senior Colonel
OF6= Brigadier (General)
OF7= Major General
OF8= Lieutenant General
OF9= General
OF10= General of the Army/Field Marshall

Another reason that its not really a problem is that when they work together they use seniority by position. This there for avoids the type of situation where there would be an argument about rank. In addition very seldomly are units combined, they operate as an Estonian platoon in a US Company for example so its really not a problem.

But on some occasions for example Afgan officers somtimes wear there US equivilant when on US bases or taking US classes.

According Stanag a Belgian Captain Commandant is OF-03 as a Major is. A major has 18 years of service a Captain Commandant has innormal circumstances 16, but pilots, medical professions can become faster Cpt-Cdt. I also saw that German Stabshauptmann is only OF-2.

I think nowadays they call it Captain with special mission (Capitano con incarico speciale) and it has the same insignia as the captain with the upper star outlined in red.

Actually, I don't think years in service would count for much. Remember, this is an artificial system, ment to bring some roder in chaos. And as long as there are some common elements (lieutenants, captains, majors, colonels) they were boud to do the only logical thing and group the ranks by these common elements.
