lots of 3rd world countries having air forces and navies

at this site, they show the air force and navy insignia for every country that has one it seems. but how in the heck did any 3rd world country establish an air force, and maybe even a navy?isn't it gonna be expensive?(i mean no offense to those who have nationalities that are from 3rd world countries)

As far as I know sometime the "Air Force" consist of just few helicopters (quite usefull weapon for civil war - don't you thik?) or something similar
As to the Navies I have no idea (some patrol boats? torpedo / rocket boats?)

As Zdzislaw stated, they may have inherited it by chance. Such as some african and arabic countries. Some may be using Mauser K98s and the very stereotypical AK-47. Thats not a lie either.

Many 3rd world countries were used as pawns by the super powers during the cold war era and were supplied with older or European theatre-obsolete equipment - Older MIG's, Mirage etc. How many of these are still servicable today, especially since the Soviet Union collapsed and withdrew financial support is debatable.

Their navies consist mostly of coastal patrol boats and smaller support vessels.

Bolivia: Air Force, 4000 personnel, 50 Aircrafts-AT-33, F-86F
Zimbabwe: Airforce, 2500 personnel, 36 Aircrafts-Hunter FGA-90, T-81)
Kenya: Navy, 1200 personnel, 10 patrol boats-Nyayo PFM, Otomat II SSM, Airforce, 2500 personnel, 40 Aircrafts-
Strikemaster MK-87, Hawk MK52
...and so on.
