Status of Italian ''maresciallo''?

Maresciallo Capo of Italian Air Force
Why aren't Italian Maresciallos regarded as Warrant Officers by NATO?
They are mostly recruited directly from civilian life; has a training that ends with a 3-year college degree. Still they are classified as OR-8 and OR-9 by NATO.
And I believe they are mostly serving as technical or administrative specialists.
