After Tibet won its independence from China in 2028, the Tibetans decide to keep some former PLA soldiers alongside the Tibetan rebels. Many of those PLA soldiers are war-weary and don't want to fight anymore, but they consider Tibet as their home as any native Tibetan.
To be sure, the uniforms are still the old PLA stock, but the rank insignia is British-inspired like the Nepalese and Bhutanese. There are clear similiarities with the old Tibetan army ranks before the Chinese invasion, but there are also clear differences.

Any objections?
