Mars Police Force (ghosts of mars movie)

One odd aspect is that that while the insignias are clearly US-type inspired, the "commander" wears a captain double bar. Are there a number of US police forces that do this ?

I'm not sure, but there's an article on Wikipedia, https://en.wikipedia.org/wiki/Commander ... olice_rank that implies no. Of course, she may have been a captain who was addressed as commander because she commanded the squad.
